Pulling the Plug on the Train to Nowhere

The timelines and the budget for the California High-Speed Rail is that they can't meet them, right? And so we have $4 billion that has been authorized to go to California to build this project. And we don't want to invest in boondoggles. We'll look for good projects to invest in. This does not appear to be one of them. Not one high speed track has been laid and we're $16 billion in 17 years into the project.

That was transportation Secretary Sean Duffy Wednesday warning that the Trump administration is set to pull $4 billion in federal funding for California's high speed rail project in the coming weeks after concluding that there is no viable path to complete the project on time or on budget. The administration's move follows the release of a scathing report from the Federal Railroad Administration that documents missed deadlines, budget shortfalls, and questionable ridership projections for the long planned and long delayed project. Duffy is giving the golden state's high speed rail authority 30 days to respond before what is expected to be the final decision to revoke the funding. We are back with our panel. So Mene, is the administration right to withhold this money?

Well, the Trump administration came in saying they wanted to review all federal spending and whether grants were being made properly. And this project, it definitely should be at the top of the list of something that was done by previous administrations that should be canceled and that money should be used for better taxpayer purposes. It was first announced in 2008, this grand high-speed rail project, several governors of California have thrown enormous political capital behind it. And everything that we've seen over the past couple decades is massive cost overruns. It was projected at 33 billion when it was first devised. Now the estimates for the total cost run as high as 145 billion. They are several years behind schedule, and yet the federal government keeps pouring more and more money in. And so Sean Duffy was exactly right to say, we need to cut our losses here and return that federal cash to taxpayer funds.

Jason, what about the sunk cost problem? I mean, they've already spent an awful lot down-

One of many. Good money chasing debt. Not only was it announced in 2008 that long ago, but it was supposed to be done by 2020. So it's not like they were working with a particularly tight window. And also note that some of the more challenging parts of the project have yet to be completed. So a lot of what has been done is on relatively flat land, but to get the trains into LA you have to build tunnels. And that hasn't been completed yet. And you know, Paul, there are some models of high speed rail in this country that Californian could look to. Florida has one that runs from Orlando to Miami. It's working pretty well.

Well, they're still running a deficit.

They're running a deficit, but it's 75 bucks. You get their, it's done. They used private money to do it. You know, if California wants to do this, at least Californian should pay for it, the way Floridians paid for their high speed rail and not go to the federal government, which is already running a $37 trillion deficit. So to me this is part of an extension of Doge and what Elon was working on when it comes to what Duffy's trying to do here.

Kim, why is the project taking so long? Liberals hailed it. Jerry Brown, the previous governor used to rail against us for criticizing it, but why can't they pull this off?

Well, that's what makes this story so fun, Paul, because the train to nowhere is this fantastic symbol of everything that's wrong with California, right? So first of all, this track and all of these plans have been wrapped up forever in all of California's rules. Its environmental rules, its safety rules, et cetera. And they can't seem to get any of those studies done. And because California has ridiculous regulations. And then of course they decided to climb into bed with labor unions who have been charging extortionate fees to work on these projects, and yet they can't make that divorce come about. And then of course, as well too, you have California politics. This is the ultimate political project. So it's been subject to all kinds of political infighting and changes. And another final issue, Paul, is they've got no plan for the future. Hey, California, they don't even know like Florida if they could make any money from this, even if they get it done. So, I mean, you add all these things together and of course this thing isn't done after 20 years. And of course it's smart to cancel money because it's never gonna be done.

You know, a lot of liberals after this election defeat Mene have been making the case, we have to show that government can work. We have to show that we can get things done. We have to show we can have an abundance agenda. This is kind of, this rail project is sort of the classic illustration of why progressive governance doesn't work. Because even if you have these grand purposes, you've got all of these obstacles that are associated with their other ideological motivations and it makes it impossible to do and fulfill their vision.

Well, I think if you were managing a project and you had billions of dollars on the line and within the first year you saw that your costs had ballooned and that you were projected to be years behind schedule, you might slow down and say, "Hey, let's look at the underlying problems that are tying things up." Maybe we can deregulate, maybe we don't have to have union labor on every single leg of the project. But their response has been, let's just get more federal money. We'll go back to Washington. President Biden will get in there. We'll get another $4 billion to keep this thing going. And so it shows exactly the trap of the progressive approach to infrastructure and other public works. There's no introspection about eliminating the barriers. It's all patch the problems with more money.
