New York City Flirts With Socialism

I wanna applaud the assemblyman. Tonight is his night. He deserved it. He won.

We have done it. I will be your Democratic nominee for the Mayor of New York City.

A stunning upset in the Democratic primary for New York City Mayor, as assemblyman Zohran Mamdani declared victory over former governor Andrew Cuomo. Tuesday's vote marked a sharp left turn for the Big Apple with the self-described Democratic socialist running on an affordability agenda that includes a rent freeze, free bus rides, and city-run grocery stores, all paid for with higher taxes on businesses and top earners. We're back with Dan Henninger, Kim Strassel, and Allysia Finley. So Kim, how do you explain the Mamdani victory? Is the party really moving left towards his socialist ideas?

Well, I think a lot of people at the top of the party hope it isn't, but how remarkable is this, Paul? Normally, after a presidential election, we wait to see the results in New Jersey or the Virginia governor's races to give us a sense of what this means for the parties. Democrats have walked out of this, and now they're a new standard bearer. The guy making all the waves is a full-on socialist of the type that many Democrats felt like the policies of helped them lose this last election. And the remarkable thing, Paul, is it's mostly come about, New Yorkers are furious over high crime, high prices, high energy costs, homelessness, of course, these are all progressive policies he ran. Somehow, he embraced those and said he'd make them better and they're gonna get more of the same, worse.

Yeah, I mean, Andrew Cuomo was governor. He resigned, but nonetheless, he was governor for a long time and he put in place policies that, in many ways, created the affordability crisis that Mamdani ran against. Tell us about that, Allysia.

Well, there are a lot of these policies you can go back to. When he campaigned for governor in 2010, he campaigned on letting the millionaire's tax expire, which he never did. He repeatedly extended it. And by the way, millionaires are small business owners. He also, when he made a lurch to the left in his third term as governor, he signed a bill that expanded rent control in this city, made it virtually impossible for landlords to deregulate their buildings and units. And what ended up happening, as a result, is that landlords took tens of thousands of units off the market, resulted in a really constrained supply. Now, this has pushed up apartment prices, surprise, surprise. Now, then, you have his lockdowns, which resulted in a lot of businesses closing.

Paul: It was during COVID.

During COVID, and they extended it. And then, they extended COVID eviction moratorium, including for small businesses. And the result again was, well, landlords and businesses have to compensate. And what do they do? Raise prices. So really, what we've been dealing with, in an affordability crisis, is really the result of a lot of Andrew Cuomo's progressive policies.

And Mamdani, though, is gonna give them those policies and more so, Dan. And all of this is a long, long way from the days of the years successful when New York had a renaissance under Rudy Giuliani and Michael Bloomberg. What's changed in the city?

What's changed is that the city's politics has moved to the left. The city council, by and large, is overwhelmingly progressive. Progressive in a way that Mike Bloomberg and Rudy Giuliani did not have to deal with. So there's that reality. But beyond that, there's the fact that these people who voted for Mamdani, many of them, upper middle class yuppies in West Brooklyn and Queens, the opposition, whether it's Andrew Cuomo or Eric Adams, have not been making a clear argument to those voters about why this affordability crisis and safety crisis has happened to 'em. They have not leveled with them in saying the sort of things Allysia just described. And as a result, people are confused. And you've got a charismatic candidate in Mamdani, and he just looks like he's for change, in some way. But we're gonna get a disintegrating New York, if he wins. The same way you have a disintegrating Chicago and Los Angeles. These blue cities are being run by progressives who do not govern well. And this will be no different, if it happens.

Kim, there's a movement afoot behind the scenes to get Cuomo to drop out as an independent candidate. He, so far, is resisting that. And then, some people want the Republican nominee, Curtis Sliwa, also to drop out, to throw their support behind Eric Adams, the current mayor who is running as an independent. How do you see that movement playing out? Could it work and and defeat Mamdani?

Well, it's probably the smart play, Paul. It might be the only way, in fact, that Eric Adams has a shot and keep Mamdani out of office. But of course, as we both know, having covered politics a long time, egos are a big thing. And the pressure campaign, especially when you have these rank choice voting situations, it's often very difficult to dissuade people to get out. Even more so because the voting makes it complex enough that they always manage to see a path where they could get to victory. So I don't know if that's gonna be a reality, but we'll see how serious people get about those pressure campaigns.
