Fraud Crackdown Ramps Up

We think fraud has been a problem for a long time. It became a massive, massive problem under the Biden administration. We're gonna do a number of things. First of all, we're gonna turn back on those anti-fraud protections so that all of these cabinet officials are looking at what's going on and focusing on it. This is not just theft of the American people's money. This is also theft of critical services that the American people rely on. It is replayed again and again and again across many states and across many different programs. It has to stop. The President of the United States has ordered us to stop it, and that's what this task force is going to do.

Vice President JD Vance leading his first meeting with the President's task force to eliminate fraud among the hundreds of billions. Meanwhile, Dr. Mehmet Oz, the administrator for the Centers for Medicare and Medicaid Services, told me in a Fox business special on the war on fraud that his agency is tracking thousands of cases, including the odd fact that a third of all hospices paid by Medicaid and Medicare are in just one city, Los Angeles. Watch.

You have to ask yourself exactly how many people are actually dying in Los Angeles. It's not one third of all people in the country. Look at that. Almost 2,000 hospices in LA County. We believe half of them could be fraudulent. And the reason for this is because Los Angeles and the state of California, who regulates these hospices, was tolerant. They were perfectly fine with these systems sprouting up. We believe that many of them are created by the Russian mafia. In fact, when you try to bust these folks, sometimes foreign nationals run back to their own country. We're seeing this in other areas. And in Flushing, I just mentioned we think the Chinese government might be involved in southern Florida where you have twice as many durable medical equipment suppliers as McDonald's. We think the Cuban government's involved.

Let's bring back our panel. Kim, I'm not generally, a big fan of these task forces in the federal government, but the work that Dr. Oz and the Justice Department are doing in tracking and prosecuting fraud aren't they giving the task force some teeth?

Oh, absolutely. And let me give you one example of how this is playing out, David. Couple weeks ago, Vance and Oz announced that they were gonna withhold about $260 million from the state of Minnesota for Medicaid services that had already been paid for, and that's really notable here. They said that the money will not be going to Minnesota until the state can show that it's done an audit of its programs and it is putting new things in place to police this kind of fraud. And why this matters is this is not necessarily gonna shut down any programs in Minnesota. These services have been provided, but they are not gonna get their reimbursement for the portion from the federal government until they can start to get serious. And this is the problem, right? We have a model in which the states have had no skin in the game, no interest in actually policing this, because the more dollars they send out, they get nine times that from the federal government given these matching rates that we use. So, we need to come up with devices and processes that force the states to engage and then begin, because they're the ones that sign off on these providers and that make these programs happen.

Jason, Elon Musk, of course, was interested in this. He helped to create DOGE and he left in frustration. But he's getting revenge, because his X social media site is the platform for a lot of these exposes. We have some of the people that were involved in putting some of those stuff up that is making Americans mad as hell. They don't like their money being misused like this.

I think, that this is an issue that resonates viscerally with a lot of Americans who support the safety net, but they don't like to see it abused. They don't like America's generosity to be taken advantage of, particularly when they think that illegal immigrants are involved, or foreign nationals are involved and up to no good and simply taking advantage of our generosity. And Kim is right. Part of the problem is built in, because of the way these Medicaid and other programs are structured, where the federal government's providing matching grants. So, there's an incentive to sign up everybody willy-nilly, because you're getting more money from the government that way. The other problem we have facing us is that the left wants a cradle to grave entitlement program in this country. So again, they have no bones at all.

Yeah.

About the system being abused the more the merrier that joined these programs.

But Kyle, they're kind of getting there. I mean, this all began, we've always had fraud and waste in government, but it went on steroids with the pandemic. That we had $5.5 trillion that was sloshing around. During the time we had the open borders. So, as Jason mentioned to me, we became the suckers of the world. Everybody said, "Oh, you could get into America and take advantage of this." And a lot of foreign communities did operating here. Not all legal by the way.

Right, and some of that was intentional. The Biden administration's position being that people on these healthcare programs could stay on them. They were gonna do the re-eligibility determinations, because we were in the middle of a pandemic. We didn't want anybody getting sick. Some of them based on old and outdated system. I mean, the just astounding fraud in these unemployment insurance benefits in California, to pick one state. But to the point about the design of these programs, I think, that is exactly right. I mean, the food stamp program, for example, it's run, managed by states, but the money is coming from Uncle Sam. You know, the deal with the Obamacare Medicaid expansion was that, if states would agree to it, that Uncle Sam would pick up 90% of the tab. So, you have to think about the incentives. If you know, the localities are the ones handing out the money, and it's not their money, how serious do you think they're gonna be about really checking all the paperwork and whatnot?
